• Work with stakeholders and project team to prioritize collected requirements.
• Assist in evaluating software and hardware products alignment to business needs.
• Analyze and verify requirements for applicability, consistency, comprehensibility, feasibility, completeness, and conformity to standards.
• Translate conceptual user requirements into clear, detailed functional requirements.
• Create process models, specifications, diagrams, and charts.
• Manage and track the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
• Communicate changes, enhancements, and modifications of business requirements to project managers, sponsors, and other stakeholders so that issues and solutions are understood.

Our ideal candidate is self-motivated, able to work under pressure to meet deadlines, is very customer service oriented, and has excellent verbal and written communication skills. Candidate brings a solid understanding of business analysis standards as defined by the International Institute of Business Analysis (IIBA), as well as the agile manifesto and scrum techniques. Proficiency is preferred in the use of project and software development tools such as Azure DevOps, Jira or CA Clarity and experience effectively executing Business Analysis responsibilities in an efficient and professional manner that derives optimal value for the business entity impacted by the project(s) execution, balancing cost with quality and schedule.

Environmental Factors

Duties are performed largely in a standard office setting. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Implementation of recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. The Agency of Education (AOE) seeks a Safe & Healthy Schools Coordinator to join our Operations team. The SHS Coordinator will fill a critical role in supporting school district operations, and will coordinate the Agency's role in supporting the Safe and Healthy Schools Program, a relatively new and multi-Agency effort that was created to support the multi-faceted health, wellness, and... safety needs of Vermont's school system.

The SHS Coordinator serves as a liaison to support schools in implementing statewide school safety requirements and related operational concerns and ensuring that quality standards related to school safety are met by schools and Supervisory Unions and Districts. Of note, this position will provide significant technical assistance to schools and school districts in ensuring their compliance with Act 29 of 2023, which requires all schools to adopt and maintain policies supporting safety response drills, emergency operations plans, access control and visitor support, and behavioral threat assessment.

In addition to a focus on school safety requirements under Act 29, the SHS Coordinator will also have an immediate role in supporting the State's PCB testing program, will support AOE coordination with other state partners on school health initiatives, will assist in the implementation of District Quality Standards related to school safety, and will be a designated participant on the AOE's emergency operations response team. This position will not support mental health needs addressed by SHS or other inter-Agency initiatives.
